General Rules
Cal Expo and CA State Fair have a Code of Conduct and General Rules posted on their website for the CA State Fair customers.

Embarc and Fair Play are working with Cal Expo to amend the General Rules to reflect those areas that require slight updates due to the allowance of the CA Cannabis Experience.
Cannabis Code of Conduct
This Code of Conduct outlines our expectations for participant behavior, as well as the consequences for unacceptable behavior. We will invite all attendees, sponsors, speakers, media, exhibitors and other participants to help us realize a safe and positive event experience for everyone.
No knives or weapons, no illegal drugs or illegal drug paraphernalia, no video cameras or audio recording devices, no illegal exchanges of marijuana, no illegal exchanges of any drugs, no outside food (Persons with food allergies may bring food only), no beverages (water bottles must be empty when entering event, there is a free filtered water station inside), no refunds, no alcohol, no tobacco, no E-cigarettes, no Juul’s, no outside promotion (including but not limited to flyers or postcards unless authorized by the event manager in writing), everyone is subject to search, all bags are subject to search, no smoking and/or vaping indoors, cannabis consumption permitted in designated areas only, smoking permitted in designated smoking areas only. PERSONS WILL BE EJECTED FROM THE FAIR FOR BREAKING RULES OR LAWS WITHOUT REFUND.
Expected Behavior
- Be considerate and respectful
- Refrain from demeaning, discriminatory or harassing behavior and speech • Be mindful of your surroundings and of your fellow participants
- Alert event organizers if you notice a dangerous situation or someone in distress • Mind rules and regulations
- Be respectful of families and children to ensure an enjoyable experience for all
Unacceptable Behavior
- Intimidating, harassing, abusive, discriminatory, derogatory, or demeaning conduct by any attendee of the event or related event activities. Harassment may include: offensive verbal or electronic comments related to gender, sexual orientation, race, religion, disability; inappropriate use of nudity and/or sexual images in public spaces (including presentation slides); deliberate intimidation,
stalking or following; harassing, photography or recording; sustained disruption of sessions, talks or other events; inappropriate physical contact, and any unwelcome sexual attention.
- Physical verbal, or written, abuse, intimidation, threats, annoyance, harassment, stalking, pushing, shoving or use of any physical force whatsoever against any person, which in any way creates a disturbance that is disruptive or dangerous, or creates apprehension in a person, as determined by management, in their sole discretion.
- Possession of a weapon or any item that can be used as a weapon, which may be used to threaten or cause injury to others if used in a certain manner. • Any destruction or vandalizing of personal property or event site or materials. • Any boisterous, lewd or offensive behavior or language, using sexually explicit or offensive language or conduct, profanity, obscene gestures, or racial, religious or ethnic slurs.
- Possessing any open can, bottle or other receptacle containing any alcoholic beverage.
- Possessing any illegal substance, including but not limited to narcotics or other illegal drugs.
- Smoking is not permitted, other than in designated areas.
- Assembling for the purpose of, or resulting in, disturbing the peace, or committing any unlawful act or engaging in any offensive behavior. • Any other illegal activity not already covered above.
- Failure to obey any of the rules or regulations of the event venues or instructions of the event staff.
You are prohibited from bringing outside cannabis and/or paraphernalia into the Fairgrounds. You are prohibited from consuming cannabis purchased at the Fair outside of the designated consumption areas. All cannabis leaving the sales and consumption areas must be in tamper-proof packaging.
Consequences of Unacceptable Behavior
Unacceptable behavior will not be tolerated whether by an attendee, media, speaker, volunteer, organizer, venue staff, partner, sponsor, or exhibitor.
Anyone asked to stop unacceptable behavior is expected to comply immediately. If anyone engages in unacceptable behavior, the event organizers will take any action they deem appropriate, up to and including expulsion from the venue and, if appropriate, notification and involvement of venue security and Cal Expo law enforcement.
Subjected to Unacceptable Behavior?
If you are subjected to unacceptable behavior, notice that someone else is being subjected to unacceptable behavior, or have any other concerns, please notify an
event organizer as soon as possible. You may request that your report remain completely confidential.
Event staff will be available to help fairgoers to contact venue security or Cal Expo law enforcement, to provide escorts, or to otherwise assist those experiencing unacceptable behavior to feel safe for the duration of the event.
You can report unacceptable behavior to any member of staff.
Staff can be found in the event managers office inside Bldg. 6 or Retail Office in the backyard of Bldg. 6.
